The Federal Space Agency of the Russian Federation is developing a promising manned transport system "which will be able to fly to the moon," the head of Roscosmos Vladimir Popovkin said on the air of Vesti FM radio station. According to him, Russia, NASA and the European Space Agency are actively discussing plans to create lunar bases.

“The exploration of the moon is planned. Today, we plan to launch two automatic devices there by 2020,”the RBC news agency reports, adding that, obviously, the head of the agency was referring to the Luna-Glob and Luna-Resource devices.

According to Popovkin, now Roskosmos is discussing plans to create lunar bases and develop the resources of an Earth satellite with NASA and the European Space Agency.

“We don’t want a human to step on the moon just once again. Today much more is known about it; today it is known that there is water in the circumpolar regions. Today we are talking about this with both NASA and the European Space Agency - about starting its exploration. And here there are two options: either to make a base on the Moon, or to make a station around the Moon,”he said, adding that the fate of this space program largely depends on funding.

Earlier, in April 2011, the proposal to unite the efforts of the states participating in the International Space Station (ISS) program for the implementation of projects to study the Moon and planets of the Solar System was put forward by the Prime Minister of the Russian Federation Vladimir Putin. “Using the already accumulated experience of cooperation, we propose to unite the efforts of the states participating in the ISS program to implement projects to study the Moon, Mars and other planets of the solar system,” he said at a meeting on the prospects for the development of Russian cosmonautics (quoted by RIA Novosti).

The moon is the only natural satellite of the Earth and the only celestial body on the surface of which a person has managed to step on at the moment. The average distance between two celestial bodies is 384 467 km. The gravitational forces between the Earth and the Moon cause natural phenomena such as the ebb and flow of the sea.
